On January 8, 2026, the Office of Childhood (OOC) received an allegation of on January 05, 2026, at 12:29 p.m., Parent A called to check on her children and the daycare lady informed Parent A that Child A (1-years-old) did throw up on herself. Parent A picked up Child A at 4:30 p.m. and Child A was left in their clothes with throw up on them for 4 hours when Child A had spare of change of clothes in their diaper bag. On January 13, 2026, Compliance Inspector (CI) Christy Hughes conducted an investigation via phone of the facility and concluded the allegations to be substantiated based on the following information.
5 CSR 25-500.182(1)(E)4. which states: "Diapers and wet clothing shall be changed promptly."
On January 8, 2026, CI Hughes conducted an interview via phone with Parent A.
Parent A stated that she contacted the center on January 5, 2026, at approximately 12: 29 p.m. to check on the girls. Suzette informed her that Child A had vomited. She let her know she was going to take her to the doctor when she was off work. She picked up Child A at approximately 4:30 p.m. when she got off of work. When she arrived Child A still had the same clothes on from when she was dropped off in the morning and Child A had vomit on her clothes. When she asked Suzette why she was not changed, Suzette pointed to her empty cubby. She asked Suzette if she looked in her backpack where her extra clothes were located. Friday January 9, 2026, is the girls last day due to Parent A's concerns for the center.
On January 13, 2026, CI Hughes conducted an interview via phone with Director Suzette Victorian. Suzette stated that she informed Parent A around 12:20 p.m. that Child A had vomited. When Parent A arrived, she asked her why she was still in the clothing with the vomit on it. She told Parent A that she did not have any extra clothes in her cubby. Parent A told her they were in the Schnucks bag with her backpack. She did not know they were there and she does not keep spare clothing in the facility because the parents never bring them back. She offered to change Child A's clothing before she left at approximately 4:30 p.m.
