Conclusion Summary
On December 16, 2025, the Office of Childhood (OOC) received a report alleging on December 16, 2025, Director Jennifer Simms left the facility at 4:30 a.m. The next person was scheduled to get to the facility at 6:00 a.m. Caregiver Cheyenne Sevolvt was left in the building with three children (two 2-year-olds and one 9-year-old) until the next staff member was going to relieve her at 6:00 a.m. Cheyenne texted Mrs. Jackie at 5:14 a.m. that she had to leave to get home to her child and that the kids were asleep, so she left them in the building by themselves. Mrs. Jackie arrived at 5:20 or 5:21 a.m. Mrs. Jackie arrived and checked on the kids, and the kids were okay. Compliance Inspector (CI) JD Greer conducted an investigation and found the allegation to be substantiated based on the following information: 5 CSR 25-500.182(1)(A)1. which states, "Caregivers shall not leave any child without competent supervision." AND 5 CSR 25-500.182(1)(A)3. which states, "Caregivers shall provide frequent, direct contact so children are not left unobserved on the premises." AND 5 CSR 25-500.182(1)(A)5. which states, "A caregiver shall remain in the room with preschool and school-age children while they are napping or sleeping and shall be able to see and hear them if they have difficulty during napping or when they awaken." On December 17, 2025, CI Greer interviewed LLC Member Jacqueline "Jackie" Thomas, who stated on December 16, 2025, she received a text from Teacher Cheyenne Sevolvt at approximately 5:14 a.m. The text said she had to leave to get her son because there was an issue with his care. The children were left alone in the building and were asleep. Jackie drove to the daycare immediately as she lives approximately five minutes away. She arrived at the daycare at approximately 5:20 a.m. When she arrived at the facility, the door was locked and Cheyenne was gone. All three children were asleep. She looked back at the camera and saw Cheyenne left the building at 5:09 a.m. The children were left unattended from approximately 5:09 a.m. until 5:20 a.m.
