Conclusion Summary
On February 4, 2026, the Office of Childhood received allegations that claim the reporter has not seen the staff clean the diaper changing table. Reporter states they think the changing table is cleaned at the end of the day or at nap time and states they don't often see other staff clean the changing table at all. After completing an investigation, Compliance Inspector (CI) Jackie Ruth found these allegations to be substantiated based on the following rule violation: 5 CSR 25-500.182(1)(E)2. which states, "The diapering table shall be cleaned thoroughly with a disinfectant after each use." On February 5, 2026, CI Ruth conducted an unannounced inspection of the facility and held in person interviews with caregivers, Rachel Bauer, Nina Tait, and Madi Kiesey. Nina and Madi stated that they clean the diaper change table after every individual diaper change, and they use the three-step method of soapy water, water, and sanitizer. Madi said she also sprays the diaper table with Lysol at the end of the day, when all the children have left. Rachel stated that she cleans the diaper change table after every one to two children she changes, but if the classroom gets chaotic, she gets to it when she can. She said she also uses the three-step method to clean the diaper table. She said that she thinks Madi does not clean it every time, but she is not in the room with her and stated no evidence as to why she believes that. On February 5, 2026, CI Ruth observed the diaper change table in the infant/toddler classroom and the preschool classroom. Both had three, full spray bottles of the three-step cleaning method available. On February 10, 2026, CI Ruth conducted an interview via phone with the director, Mary Hermann. She stated that their policy is to clean and sanitize the diaper change table with the three-step method after each use. She said she has never witnessed a current staff member not properly clean the diaper table. She said she has not seen Rachel leave the table unclean, but she is not generally in the room when Rachel's changes diapers. Rachel has not come to her with any concerns about this.
