On February 11, 2026, the Office of Childhood (OOC) received a report alleging that a parent contacted the Office of Childhood to ask if Living Water Kids Daycare took 8-year-olds. The parent reported originally that an 8-year-old was attending and then stated that the child was accepted. Living Water Kids Daycare used to watch children up to 12 years old, but they updated their license on September 1, 2025 and now only watch children up to 5 years old. After conducting the investigation, Compliance Inspector (CI) Cole Eddins finds the allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
RSMo 252.1. which states: "All buildings and premises used by a child-care facility to care for more than six children except those exempted from the licensing provisions of the department of health and senior services pursuant to subdivisions (1) to (15) of subsection 1 of section 210.211, shall be inspected annually for fire and safety by the state fire marshal, the marshal's designee or officials of a local fire district and for health and sanitation by the department of health and senior services or officials of the local health department. Evidence of compliance with the inspections required by this section shall be kept on file and available to parents of children enrolling in the child-care facility."
On February 20, 2026, Compliance Inspector (CI) Cole Eddins completed an unannounced inspection and interviewed Director Lisa Osborn, Caregiver Brea Jolliff, Caregiver Nicole Cole, and Child A. Lisa stated that Child A was the 8-year-old child who started attending at the daycare facility. Child A attended the daycare facility on January 28, 2026, January 29, 2026, and January 30, 2026. Child A just recently started attending the daycare every Friday since his Elementary School was no longer in session. The facility was approved on February 6, 2026 for a revision request, which increased the age range from birth to 5 years old to birth to 12 years old. Child A was present at the facility before they were allowed to have 8-year-old children. Brea and Nicole stated that they had observed Child A attending the daycare facility on January 28, 2026, January 29, 2026, and January 30, 2026. Child A stated that he had gone to the facility two or three times a couple of weeks ago.
On February 20, 2026, CI Eddins conducted a walkthrough of the facility and observed Child A at the facility. CI Eddins observed Child A's enrollment form, which had a written admission date of January 26, 2026, and the signed acknowledgment date of January 16, 2026.
