On February 20, 2026, the Office of Childhood (OOC) received an allegation of Child A's (age 2-years-old) over-the-counter Tylenol and Zyrtec are left inside a cubby, within children's reach. On February 25, 2026, Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and found the allegations to be substantiated based on the following information.
5 CSR 25-500.192(3)(E) which states: "All medication shall be stored out of reach of children or in a locked container."
On February 25, 2026, Compliance Inspector (CI) Christy Hughes conducted in person interviews with executive director Collin Mingo, director Kim Heumann and caregivers Camille McGregor and Flozelly Davis.
Collin stated that medication is kept in a medicine cabinet.
Kim stated that the staff are allowed to administer preapproved medication to the children. Medication is stored in medicine cabinets out of the reach of the children.
Camille stated that the medication is usually kept in a medicine cabinet. Child A had Tylenol that was transferred from another classroom in their cubby about 4 feet off of the floor. The children are able to reach their cubbies.
Flozelly stated that Parent A gave the Tylenol to another teacher. The medicine was in the cubby that came from another classroom. She didn't think Child A could reach it.
On February 25, 2026, CI Hughes did not observe any medication kept in the children's cubbies. All medication was kept up in a cabinet out of the reach of children.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all violations cited. A copy of the memo, letter, or staff meeting agenda shall be submitted to the Office of Childhood.
