On March 4, 2026, the Office of Childhood (OOC) received a report alleging that on Friday, February 27, the reporter found what appeared to be animal feces laying on the floor of the restroom and on a potty-pad in the family room. These rooms are licensed space. After conducting an unannounced inspection, Compliance Inspector (CI) Curtis West finds the allegation is substantiated. This conclusion is based on the following evidence of a licensing rule violation that occurred at the facility:
5 CSR 25-400.085 (4)(D), which states "Areas used by children shall be free of animal excrement."
On March 9, 2026, CI West conducted an unannounced inspection and interviewed Provider Stacie Todd, Child A (8 years old), and Child B (5 years old). Stacie stated that she does her best to keep the feces picked up when she notices it. She doesn't always notice it in time, before the children notice it. The dog will go poop everywhere, including on the poop pad. She has picked up feces from the bathroom floor, and there isn't a poop pad in there. She has found and picked feces up from several places in the house, including the children's play area.
Child A and Child B provided consistent information. They stated that they have seen dog poop on the floor in several places, both on the poop pad and everywhere else.
On March 9, 2026, CI West conducted a walkthrough of the house and observed animal feces laying on a potty-pad in the family room, which is licensed space approved for child care.
