If the facility operates less than forty (40) hours per week, the center director or group child care home provider shall be on duty at least fifty percent (50%) of the operating hours.

Compliance Inspector (CI) Jessica Graham investigated the allegation that Wendy Goodlow, director, is never there. The parent has tried to speak to her several times but she is never there. This allegation is substantiated based on the following rule violation.
5 CSR 25-500.102(2)(A)2. which states: "Center directors and group child care home providers routinely shall be on duty during the hours of highest attendance a minimum of forty (40) hours per week. If the facility operates less than forty (40) hours per week, the center director or group child care home provider shall be on duty at least fifty percent (50%) of the operating hours. "
On March 24, 2026, Wendy Goodlow, director said that she has not been working at the center 40 hours per week as required. She has been working at another location trying to get it opened. She is going to work on getting Bridget Page, caregiver approved for director so she can work at the other location.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all violations cited. A copy of the memo, letter, or staff meeting agenda shall be submitted to the Office of Childhood.
