On March 19, 2026, the Office of Childhood (OOC) received an allegation that: The director is almost never present in the early mornings and is generally only seen after 3:00 p.m. and is frequently unreachable, leaving staff to make decisions they are not authorized or qualified to make. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.102(2)(A)2. which states: "Center directors and group childcare home providers routinely shall be on duty during the hours of highest attendance a minimum of forty (40) hours per week. If the facility operates less than forty (40) hours per week, the center director or group childcare home provider shall be on duty at least fifty percent (50%) of the operating hours."
On March 24, 2026, Compliance Inspector (CI) Michelle Honea conducted an unannounced inspection to the facility and interviewed LLC member Derrick Evans, Director Dee Robinson, teachers Jay Marteen, Audrey Davies, Knighla Carter, Sammie Chhoeung, and Sunitaben Sheth. All staff interviewed stated that Director Dee Robinson does not come into the daycare until the afternoons if at all and is not reachable by phone either. Director Dee Robinson stated that she did not realize she had to be in the daycare 40 hours per week. She will work evenings and weekends at the daycare on the books. She does not come into the daycare until after 1:00 p.m. daily.
On March 24, 2026, CI Honea observed that Director Dee Robinson was not on premises upon arrival and it was over an hour before the director arrived after being called. CI Honea reviewed payroll hours for Director Dee Robinson. The payroll hours do not show clock in / clock out times, only totals for a week. Some weeks did total 40 hours for Dee but not what time frames she was present at the facility.
