| Conclusion Summary |
|
On April 1, 2026, the Office of Childhood (OOC) received a report alleging that about four months ago, Parent A witnessed some babies in Boppies with their bottles propped up. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.202(2)(D) which states: "Until infants can hold a bottle comfortably, they shall be held by a caregiver during bottle feeding. Bottles shall not be propped."
On April 7, 2026, CI Eddins conducted an unannounced inspection and interviewed Parent B (Parent of Child B), who is also a caregiver. Parent B stated that she had observed a propped bottle with Child B. She would frequently prop Child B's bottle while he was lying down. She would use a blanket to help prop the bottle over Child B's chest.
On April 16, 2026, CI Eddins interviewed Director Stephanie Brown and Parent A. Stephanie stated that Parent B had admitted propping a bottle on Child B's stomach a few months ago. Parent A stated that she observed other babies being propped up with a bottle while laying down on a boppy pillow when those babies could not hold their own bottles. She observed this bottle propping concern back in February 2025.

The facility shall notify all caregivers (paid employees and paid or unpaid volunteers) of the violations which were substantiated and specify the actions to be taken by all caregivers, in order to comply with all violations cited. A copy of the memo, letter, or meeting agenda shall be submitted to the Office of Childhood.
