On May 6, 2026, the Office of Childhood (OOC) received a report alleging that the facility was closed all last week because Satira Green, provider, was in the hospital. On Monday, May 4, the facility was open even though Ms. Green was not present. Present were her approved assistant, Shee Shee, and her sister, Kim, who is not an approved assistant. Kim was present and provided care for the children one day in late April. She is not sure if Kim has had background screenings. After conducting the investigation, Compliance Inspector (CI) Curtis West finds the allegation is substantiated. This conclusion is based on the following evidence of a licensing rule violation that occurred at the facility:
5 CSR 25-600.020 (1), which states, "Prior to the employment or presence of a child care staff member in a licensed, regulated, or registered child care facility not exempted by section 210.1080.13, RSMo, the child care provider shall request the results of a criminal background check for such child care staff member from the department."
On May 14, 2026, CI West conducted an unannounced inspection and interviewed Provider Satira Green. Satira stated that Kimbeley Brooks "Kim" is a caregiver when needed. Kim was present with the children on May 4, 2026. She could not find the eligibility letter for Kim.
On June 17, 2026, CI West interviewed Satira, who stated that she doesn't have an eligibility letter for Kim.
