On May 14, 2026, the Office of Childhood (OOC) received an allegation that the facility is receiving their food that is prepared off site from another facility without being approved to receive catered food. On May 14, 2026, Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and found the allegations to be substantiated based on the following information.
On May 14, 2026, CI Hughes conducted in person interviews with director of the Inspire O'Fallon location Chelsea Peters and cooks Chirs Williams and Kaissie Broderick.
Chelsea stated that her location has been cooking for the other location for about 9 months. She was not aware that the health department needed to inspect the kitchen for catering.
Chris and Kaissie both stated that they cook and prep the food to send over to the location at 4621 N St Peters Pkwy. They have been doing it for a while but were not sure the exact timeframe.
On May 14, 2026, CI Hughes conducted an in-person interview with director Jessica Quick. Jessica stated that they receive food delivered daily that is prepared at one of the corporations' other facilities. Lunch for the day, afternoon snack and the next morning's breakfast is delivered around 11:15 a.m. to 11:30 a.m. to be served to the children.
The center does not have a cook on staff, and she is unable to do the cooking. They do all of the cleaning of the dishes used at the facility.
On May 20, 2026, CI Hughes observed an inspection report conducted by Wesley Crawford on May 19, 2026, from Missouri Department of Health and Senior Services section for Child Care Regulation Licensed Centers, Group homes and License-Exempt Facilities stating:
Comments: Breakfast, lunch, and snacks are made at the O Fallon location. This location is currently without a cook, thus the catering in. They stated the items are transported in coolers and insulated carriers. Temperatures are taken when the food arrives. It is unpacked in the kitchen and then transferred to large holding dishes for transport to each room. When in the room, the teachers will dish up each individual plates from the larger vessels. The facility states they keep emergency food and snacks on site in case of weather issues or other emergency conditions. The food arrives around 11:15-11:20 a.m. and is in the classrooms by 11:30 a.m. The facility has a current St. Peter's City health license and was last inspected on 02/02/2026. Found a 3 compartment sink prepared with chlorine water, commercial dish machine, and 2 refrigeration units functioning properly. Facility has no ability to hot hold properly.
On June 3, 2026, CI Hughes conducted an interview via phone with health and sanitation inspector Wesley Crawford. Wesley stated that the center was approved to accept catering. The food had to be temperature checked and served immediately. The facility does not have the ability to hot hold food properly.
