On May 29, 2026, the Office of Childhood (OOC) received a report alleging that on May 18, a teacher disclosed that the daycare had a hand foot and mouth disease going around the daycare, and the daycare did not report that to the parents. Compliance Inspector (CI) Heather Radney conducted an investigation of the allegation and found it to be substantiated based on the following information:
5 CSR 25-500.192(2)(B) - Each child's parent(s) shall be notified immediately when any contagious disease occurs in the facility.
On June 4, 2026, CI Radney conducted interviews with Director Tiffany Flanagan and Caregiver Mackenzie Weeks. Tiffany reported they did have Hand Foot Mouth disease in the facility recently. Parents of the affected classrooms were notified in Brightwheel and verbally. There were only two infant rooms exposed. Mackenzie reported only parents whose children had it were told it was going around the facility.
On July 17, 2026, CI Radney conducted an interview with Parent A. She and Tiffany met regarding this concern, and Tiffany said the illness was in one room and they only notified the one room's parents; however, Child A got it and was in a different room. She found out after another teacher in a different part of the building saw the marks on Child A and said the illness was going around. They took Child A to Urgent Care, and they confirmed it was Hand Foot Mouth. The daycare did not notify parents in Child A's class or any other class.
On July 17, 2026, CI Radney conducted an interview with Caregiver Jessica Entsminger. She reported if they saw marks on a child, they would notify that child's parents that Hand Foot Mouth was going around. There were only two classrooms exposed. There was no mass message to all parents of the center regarding Hand Foot Mouth at the daycare.
