Compliance Inspector (CI) Jessica Graham investigated the allegation that they have never had a fire drill, workers don't know the emergency exit plan. This allegation is substantiated based on the following rule violation:
5 CSR 25-500.087(2)(F) which states: "Child care staff shall conduct at least one (1) fire drill each month and a disaster drill at least every three (3) months. The disaster drills shall include tornado drills. The provider shall maintain a written record at the facility of the date, type of drill, time required to evacuate the building, and number of children present during the drill."
On June 15, 2026, CI Graham observed the log sheet for fire and disaster drills. The log showed that a fire drill had not been conducted since February 13, 2026. No disaster drill was recorded on the log at all.
CI Graham observed disaster plans in every space within the facility.
Director Tessa Spencer stated that they do fire drills monthly and disaster drills every three months. She said they are behind and need to record some. She said that caregivers know disaster procedures and know where the disaster plans are located.
Skyla Jennings said they have not done a fire or disaster drill in a while. She knew where the disaster plans were located and said they do go over them at meetings.
Breanna Davison said they there are disaster plans in each room of the building and she knows procedures to follow for disasters. She said that fire drills and disaster drills are practiced.

The facility shall notify all caregivers (paid employees and paid or unpaid volunteers) of the violations which were substantiated and specify the actions to be taken by all caregivers, in order to comply with all violations cited. A copy of the memo, letter, or meeting agenda shall be submitted to the Office of Childhood.
