On June 4, 2026, the Office of Childhood (OOC) received a report alleging that Kristin has not been there as the director for several months. After conducting the investigation, Compliance Inspector (CI) Cole Eddins finds the allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.102(2)(A)3. which states: "The licensee is required to maintain an approved certificated group child care home provider or center director on staff."
On June 9, 2026, CI Eddins interviewed Parent A. Parent A stated that he has not observed Former Director Kristen Henry at the facility for several months. He does not know the last time he observed Kristen. Cindy Dover took over in late April 2026.
On June 9, 2026, CI Eddins completed an unannounced inspection and interviewed Director Cindy Dover, Caregiver Jessica Philips, Caregiver Cheryl Myrick, and Caregiver Kebele King. Jessica, Cheryl, and Kebele stated that they do not remember the last time they observed Kristen at the facility. Cindy started working as the director in late April 2026. Cindy stated that her first day as director for the facility was on April 21, 2026. She does not know when Former Director Kristen Henry stopped working at the facility, but she guessed that it may have been a few months prior to her starting at the facility.
On June 9, 2026, CI Eddins conducted a walkthrough of the facility and observed Cindy Dover acting as the director. CI Eddins did not observe Kristin at the facility
