On June 18, 2026, the Office of Childhood (OOC) received an allegation of Williams Academy LLC has not paid taxes to the City of Beverly Hills since opening in 2021. All the business licenses since the first one in 2021 have been forged. They also have never had a legitimate occupancy permit. On June 23, 2026, Compliance Inspector Supervisor (CIS) Marla Chrisco and Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and found the allegations to be substantiated based on the following information.
5 CSR 25-500.032(4) which states: "The person(s) or legal entity who owns a child care facility shall be responsible for meeting all debts and obligations incurred by the facility and for maintaining compliance with all licensing rules for group child care homes and child care centers."
AND
5 CSR 25-500.052(1) which states: "The provider shall submit the following to the department on an annual basis, at least thirty (30) calendar days prior to the anniversary date as printed on the license:"
AND
5 CSR 25-500.052(1)(B) which states: "Evidence of compliance with local building and zoning requirements, if applicable;"
AND
5 CSR 25-500.042(4)(K) which stated: "Evidence of compliance with local or state, or both, sanitation requirements;"
AND
5 CSR 25-500.042(4)(L) which states: "Evidence of compliance, if applicable, with local building and zoning requirements;"
On June 23, 2026, CI Hughes conducted an interview via phone with Mayor of Beverly Hills, MO, Brian Jackson. Mr. Jackson stated that Williams Academy has never had a business license, or an occupancy permit from the City of Beverly Hills. David Williams provided a false electrical permit and the city received a permit from David to do the roof but the permit that was provided was from the previous owner of the building. Williams Academy has never paid their taxes to the City of Beverly Hills. The city sends out a form for the business to provide their yearly gross sales and the business owes 1% of their revenue to the city for taxes per year. He has never signed off on a business license for Williams Academy LLC and his office never issued a business license.
On June 23, 2026, CIS Chrisco and CI Hughes conducted in-person interviews with LLC Member David Williams and director Carolyn Jones.
David stated that he has retained an attorney for extortion against Brian Jackson, Mayor of the City of Beverly Hills. He told the mayor to get off his property along with the cars he was storing on the back lot. He has paid to get his business license, but he does not know where the Business License comes from. He refused to say who from the City of Beverly Hills has been providing him with his Business License. He is the one who has been emailing the Business Licenses yearly to his assigned Compliance Inspector with the Office of Childhood. He pays his taxes to the St Louis County, and the City of Beverly Hills gets their cut from that. The facility kept failing their inspections because the mayor told them they had to fail him.
Carolyn stated that she did not know anything about the Business License or the Occupancy Permit for the building, David took care of all of that. People from the city just come and look around and she does not ask questions.
On June 23, 2026, CIS Chrisco and CI Hughes conducted an in-person interview with the Northeast Ambulance and Fire Protection District Fire Chief Quentin Randolph.
Quentin stated that the form that was provided to the Office of Childhood on October 18, 2021, does not give them the right to operate. It is just the inspection for occupancy, not the actual Certificate of Occupancy Permit. Once the inspection is complete David Williams would need to have taken it to the City Hall of Beverly Hills to then get the Occupancy Permit Certificate. City Hall would have provided Williams Academy LLC with their occupancy permit in a frame to display once they passed the inspection. He did not think it was normal to have the word variance handwritten on the form. He had never seen that before. Chief Randolph agreed that something had been whited out on the comment section of the form at the bottom.
On June 24, 2026, CI Hughes conducted an interview via phone with Beverly Hills City Clerk Marina Andrews. Marina stated that she has never issued a Business License or Occupancy Permit for Williams Academy LLC. A form is sent to all businesses in the city to declare the annual revenue for the business and each business owes 1% of their yearly revenue for the yearly taxes. Williams Academy LLC has never filled one out. She does not know how much taxes David Williams owes due to never receiving the form back with the annual revenue.
She reviewed the business licenses provided to the Office of Childhood by David Williams for the years of 2021, 2023, 2024 and 2025. The signature does not match hers or the mayors, the mayor's signature is missing from one of them and the seal on the business license provided by David Williams does not match the official seal of Beverly Hills. None of the business licenses provided by David Williams are legitimate business licenses for the City of Beverly Hills.
Marina stated in an email to CI Hughes on June 24, 2026, "I looked over these certificates and we never filled out one or signed one for Williams Academy because they never provided their gross sales to us. My signature changes a little every time I sign something (especially every year). This one is the same on every certificate for each year. And the Mayor's signature doesn't look like that, plus there is no city seal stamped on these."
On June 24, 2026, CI Hughes conducted an interview via phone with Albert Calmese, Northeast Ambulance and Fire Protection District Fire Marshall. Albert stated that it has been at least 3 years since they have done a fire inspection at Williams Academy. He said it was possible to have a variance on the form. A passing inspection is required to receive an occupancy permit.
On June 24, 2026, CI Hughes conducted an interview via phone with inspector Debra Irvin. Debra stated she was contracted by the City of Beverly Hills to conduct inspections. She conducted an inspection of the Williams Academy on November 2, 2021. The inspection was not approved for occupancy for Williams Academy LLC and provided a report along with pictures of several issues that needed to be resolved.
On June 23, 2026, CIS Chrisco and CI Hughes asked director Carolyn Jones to see the facility's Business License. Carolyn was only able to show the child care license provided by the Office of Childhood. CIS Chrisco and CI Hughes did not observe a Business License or an Occupancy Permit from the City of Beverly Hills displayed in the facility.
On June 23, 2026, CI Hughes observed a document provided by City Clerk Marina Andrews dated November 2, 2021. The document was submitted by the City of Beverly Hills. It is a property Inspection for 6814 Natural Bridge. The inspection was performed on November 2, 2021. The inspection was not approved for occupancy and provided several pictures of the facility that needed to be addressed. This document was dated a month after the first Business License that was provided to the Office of Childhood by Williams Academy LLC. The business license submitted by David Williams was dated October 5, 2021. The inspection was conducted by Debra Irvin and was delivered to Williams Academy LLC via Electronic mail on November 3, 2021.
On June 23, 2026, Compliance Inspector (CI) Christy Hughes observed an Occupancy Permit Inspection provided by Debra Irvin Beverly Hill inspector. The Document was dated July 12, 2022, stating that the occupancy permit was not approved for occupancy due to several outstanding violations from the City of Beverly Hills. The inspection was delivered on July 18, 2022, via electronic mail to williamsacademystl@yahoo.com. The inspector was B. Goston.
On June 23, 2026, CI Hughes observed an email dated November 5, 2026, provided by Marina Andrews, city clerk for the City of Beverly Hills.
The email stated comments made back to inspector Debra Irvin from LLC member David Williams acknowledging the receipt of the failed inspections. It stated everything that David Williams did not agree with. Debra Irvin responded to Mr. Williams as to where he could go to obtain the codes required by the City of Beverly Hills.
On June 23, 2026, CI Hughes observed a copy of an inspection report from Northeast Fire District that was submitted to the Office of Childhood (OOC) on October 18, 2021, by Williams Academy LLC. On June 24, 2026, David Williams, LLC Member, emailed the same form to CI Hughes. The first form sent in October of 2021 had been altered. The comments or remarks section had been whited out when submitted to the OOC during the initial licensing. The comments on the form that were whited out stated:
"Meals must be brought in as of this date."
On June 23, 2026, CI Hughes observed an email from LLC Member David Williams stating, "I am going to be honest with you. A white woman snooping around asking questions makes them nervous." The email was stating that people at the North East Fire District would not be honest with CI Hughes.
On June 24, 2026, C Hughes observed an email from City Clerk Marina Andrews.
CI Hughes observed the official seal of the City of Beverly Hills. CI Hughes observed the seal to be circular with City of Beverly Hills St Louis County MO with the word SEAL in the middle.
On July 15, 2026, CI Hughes observed a police report sent by Marina Andrews, City of Beverly Hills City Clerk.
The police report was submitted on June 30, 2026. The City of Beverly Hills filed a report against Williams Academy LLC stating alleged forgery on the Business License. The report also alleged that Williams Academy was never issued a Business License required by the city to operate.
