On June 23, 2026, the Office of Childhood (OOC) received a report alleging that daycare is planning a field trip on June 23 for 3-year-olds on a school bus without restraints. After conducting the investigation, Compliance Inspector (CI) Curtis West finds the allegation is substantiated. This conclusion is based on the following evidence of a licensing rule violation that occurred at the facility:
5 CSR 25-500.212(3)(A), which states "All children shall be seated in a permanent seat and restrained by seat belts or child restraint devices as required by Missouri law."
On June 25, 2026, CI West conducted an unannounced inspection and interviewed LLC Manager and Director Kymille Hill, Caregiver Alyson Dupin, and Caregiver Andrew Schramp. Kymille, Alyson, and Andrew provided consistent information. They stated that on June 23, 2026, children ages 3 years old to 9 years old were transported by bus to a museum. There were no car seats or booster seats used while transporting the children.
On June 25, 2026, CI West conducted a walkthrough of the facility and observed photos taken of the children on the bus. There were six children shown with only seat belts. The seat belts were close to or on the necks of all the children, except for one. One child had the part of the seat belt that lays across the chest behind them.
