|
On June 29, 2026, the Office of Childhood (OOC) received an allegation that: Staff under 18 years of age in charge of classrooms of children independently and left alone with children. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
5 CSR 25-300.060(1)(A). which states: "All records of children shall be confidential, protected from unauthorized examination, and available to the parent(s) upon request."
On July 1, 2026, CI Honea conducted an unannounced inspection to the facility and interviewed director Jill McCloud who stated the following. There are five staff members under the age of 18 years. She will adjust the scheduling so the under 18-year-olds will have adult supervision in the rooms with them at all times. She was leaving staff under 18-years-old alone in the classrooms because she did not know that was against License Exempt rules.
On July 1, 2026, CI Honea observed all classrooms to have staff over the age of 18-years-old in them.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all violations cited. A copy of the memo, letter, or staff meeting agenda shall be submitted to the Office of Childhood.
